Can penalties help rein in traffic offenders?

Editor's note: Traffic authorities in some parts of China have come up with penalties to prevent pedestrians from running red lights, such as displaying their photos on a screen, spraying them with water or making them admit their offenses online. Will the new punishments help rein in traffic offenders? Forum readers share their opinions.

Personally I believe in bigger fines, not just as punishments to traffic violators but also as a source of financing traffic control and covering damages traffic violators cause but cannot pay themselves. Otherwise it is the rest of society that has to pay. A fine, jail time or confiscation of vehicle if deemed necessary, is a time-tested solution.
