Should China introduce third-child policy?

China must study other countries carefully and see whether the policy is effective. In some countries, where income rises and people enjoy better living standard, there are many double-income-no-kid (DINK) couples. Will China also follow this trend? It is assumed that since couples have better income and more money to spare, raising more children is no problem. However, that is not so. Some of the reasons could be:

1) cost of living also rises with increase in income--which is inflation
2) couples become more attached to luxury and do not want to sacrifice it for more children.
3) the mindset that having children is a burden.
