The State Council held a national teleconference on production safety on Jan 23, to which Premier Li Keqiang sent an instruction.
The Premier said in the instruction that the nation has generally maintained safe production over the past year, but the situation is still severe and complicated, as many risks still exist, so work on ensuring production safety should not relent.
Responsibilities for production safety assigned to each party should be dutifully carried out, and efforts must be made to focus on key industries and weak links, and push forward the three-year special campaign on safe production to resolve risks, he said.
Premier Li also required innovations in safety supervision, and the establishment of a tiered risk control and risk reporting system in enterprises.
Supervision efficiency, emergency response and rescue capabilities should be enhanced to prevent major accidents, protect people’s lives and property, safeguard economic and social development and set a good start in the 14th Five-Year Plan period (2021-25).
According to those at the meeting, the three-year campaign on safe production was progressing well last year, and the workplace safety situation is improving, but accidents still occur frequently and easily.
The concept of safe development should be adhered to in the whole process of planning and construction, and a tiered risk control and hidden risk investigation mechanism should be implemented, those at the meeting urged.
Laws and regulations on production safety should be improved, as well as an enforcement system. Major safety facilities should be built, according to those at the meeting.
Vice-Premier Liu He, also head of the Work Safety Committee of the State Council, and Wang Yong and Zhao Kezhi, both state councilors and vice-heads of the Work Safety Committee of the State Council, attended the meeting.
