Resumption of group tours by China to Canada positive measure: Experts

China reinstated Canada as an approved destination for Chinese tour groups on Nov 3, a move seen by officials and experts as a positive sign of warming relations.

Canadian Foreign Minister Anita Anand said in a statement that the decision "marks another important step in the recalibrated bilateral relationship".

Marc Jerry, president and vice-chancellor of Renison University College at the University of Waterloo, said China's decision was "excellent news", reflecting a desire on both sides to rebuild trust and expand exchanges.

"Any opportunity to allow for learning about Chinese and Canadian culture and language will only help make the world a better place as we look to improve relations and work together," he said. "This is also good for economic development and promotion of good relations."

Drawing on his personal experience, Jerry said both countries "have a wealth of culture and beauty to share with the world".

He recalled his visits to the Great Wall, the Temple of Heaven and the Forbidden City as "great learning and an opportunity to appreciate the beauty China has to offer".

"Both countries will benefit from sharing each of other's cultural beauties and attractions to visitors from around the world. This is very good business for both China and Canada," he said.

"Academic and cultural exchanges are, in my view, crucial for building relationships and fostering an appreciation of foreign culture and language," he said. "It is in these encounters that they lead to partnerships, friendships, economic activity and a globalization mindset that makes everyone better off."

China's decision was welcomed as a "positive and symbolic move" that signals an easing of bilateral relations, said Zheng Xiaoling, president of the Canada International Trade Promotion Society.

"Although it's a tourism policy adjustment, its significance goes far beyond tourism itself," Zheng said.

"This is a positive and symbolic decision, showing that China is willing to resume exchanges and cooperation with Canada on both cultural and economic levels," Zheng said.

Easing relations

"For the Chinese community in Canada, this is undoubtedly exciting news. After a period of tension, we can feel that China-Canada relations are easing, and both sides are exploring practical ways to restart cooperation," she said.

Zheng said the move will have "a direct and far-reaching impact" on cultural understanding and local business growth.

"In terms of people-to-people exchanges, this policy will help deepen mutual understanding and friendship between the two peoples," she said. "It also creates more possibilities for cultural visits, academic cooperation and educational exchanges."

She noted that Canadian small and medium-sized enterprises — particularly those affiliated with her trade association — stand to benefit.

"The tourism industry will be the most immediate beneficiary," Zheng said. "The return of Chinese tourists will drive growth in hotels, restaurants and retail sectors, further boosting local economies."

She also expects a wave of related opportunities to follow.

"We can certainly anticipate a series of positive changes," she said. "Travel agencies will launch more customized products for Chinese visitors, cultural festivals and exhibitions will become more frequent, airlines may increase flights between China and Canada."

"These trends all point to a more vibrant and dynamic landscape for China-Canada people-to-people exchange," she said. "Our association will continue to serve as a bridge to promote practical cooperation at the grassroots level."
