China lauds positive impact of law enforcement centers

China has built 3,266 law enforcement and case management centers nationwide, transforming police work from a dispersed and extensive model to a more centralized, standardized and efficient system, according to the Ministry of Public Security.

Chen Min, deputy director of the ministry's legal affairs bureau, said Monday that the shift significantly enhanced the level of human rights protection. In principle, all criminal cases and major administrative cases should now be handled in these centers. Each facility is designed according to legal procedures, integrating functions such as interrogation, case review and property management to ensure every stage runs securely and efficiently.

According to the ministry, since the establishment of the centers, major law enforcement incidents have been virtually eliminated nationwide. In provinces such as Jiangsu and cities like Chongqing, law enforcement efficiency has risen by more than 30 percent.

The centers house case management zones, legal supervision offices, and coordination units for police and prosecutors. Legal departments are also based in the centers to ensure compliance with legal requirements such as full audio and video recording of interrogations, legal reviews and statutory time limits — strengthening procedural justice and human rights protection, according to the ministry.

Chen said many centers also provide one-stop supporting services such as medical checks, postal and courier access, injury identification, price appraisal and facilities for the protection of minors.

"The model has gained broad recognition from both officers and the public," Chen added.
