Based on China's situation that people already had adequate food and clothing and their overall living conditions reached a relatively comfortable level, the 16th CPC National Congress further proposed the concept of building a well-off society. It called for concentrating all efforts in the first 20 years of this century on building a higher level of well-off society that comprehensively benefits more than one billion Chinese with further developed economy, improved democracy, advanced science and education, enriched culture, harmonious society and upgraded life.

After this phase of construction, China aims to continue to work for decades and basically realize modernization in the middle of this century and build China into a prosperous, democratic and civilized modern socialist country.
