Property Law challenges power of "Chengguan"?

Now some cities are trying new ways to make the city administration function. Dalian of Northeast China will stake out fixed areas for free markets throughout the city and Beijing said peddlers who commit minor offense or first offense would not be punished.

"It is a good policy to offer us a free market," said a peddler of Dalian, "We will never worry about being driven away by 'Chengguan.'" She said she was happy with the 20-30 yuan she earns every day in the market, but she used to earn very little as fears of "Chengguan" lingered.

A "Chengguan" member of Dalian said it was not advisable to weed out peddlers because residents need them for daily life.

"It is very convenient to have a free market here," said an old man of Dalian, who buys his breakfast in the market after returning from morning exercises.

It was reported that other cities including Chongqing Municipality, Zhengzhou, Shijiagzhuang and Urumqi are also improving means of administrating peddlers.

Shijiazhuang said the booths would be kept as long as they don't affect the city's face-lift and traffic and residents' normal life.
