BEIJING - Motions and suggestions handed by national lawmakers have been well embodied in China's legislation and administration, according to a report from the top legislature Friday.

According to the report on the work of the Standing Committee of the 11th National People's Congress (NPC), delivered by top legislator Wu Bangguo at the ongoing parliamentary session, nine special committees under the NPC Standing Committee handled 566 motions of deputies referred to them by the presidium of the previous annual session of the 11th NPC.

Six laws, addressed in 15 of these motions, were deliberated and passed by the NPC Standing Committee in 2011, said Wu, chairman of the NPC Standing Committee.

Seven bills, brought up in 69 of these motions, were deliberated last year, while 28 legislative items discussed in 84 motions were included in the legislative plan and agenda, he said.

The special committees worked hard to better handle these motions and made good use of them in their legislative work, Wu said.

For example, the revision to the Law concerning the Prevention and Control of Occupational Diseases included deputies' motions to clarify responsibilities of employers, let trade unions play a bigger role and improve workplace hygiene inspection.

About 8,000 suggestions made by NPC deputies were referred to 177 departments and institutions for study and handling, according to the report.

Up to now, 77 percent of the problems brought up by deputies in their suggestions have been solved or plans have been made for solving them, Wu said.

More than 1,800 deputies took part in investigations and studies on special issues and over 1,700 participated in inspection tours, according to the report.

They prepared over 100 investigative reports, which provided important reference for the policymaking of both central and local governments, Wu said.

According to the Constitution, NPC deputies and members of the NPC Standing Committee have the right to submit motions and suggestions within the respective functions and powers of the NPC and its Standing Committee.

An NPC motion becomes legally binding when it is adopted.
