Dalian recently issued a package of favorable recruiting and retaining policies to attract talent both at home and abroad.

Top-level talent will be offered a settling-in allowance of 3 million yuan ($483,900), state-level leading talent 1.5 million yuan, and local leading talent 800,000 yuan, according to the northeastern city's Housing Solution Measures for Talent Introduction, enacted at the end of March.

Dai Zitong, deputy direct-or of the city's personnel leading group office, said the new policies aim to promote public entrepreneurship and innovation, as well as provide strong talent support for the acceleration of local development.
