A British journalist who runs a website that documents technology development and issues in the Democratic People's Republic of Korea said on Tuesday that he will appeal a decision by the Republic of Korea to block his site for allegedly violating the country's National Security Law.

Martyn Williams, whose website has been blocked in the ROK for almost two weeks, said the site does not violate the security law, which bans praising, sympathizing or cooperating with Pyongyang. The website "doesn't seek to glorify or support" the DPRK, Williams, who is based in San Francisco, said in an e-mail.

Williams has written about issues ranging from cell phone usage in the DPRK and its satellite technology, to a little-known computer operating system developed by the country.
