The Central Military Commission of the Communist Party of china recently issued the Plan for the Implementation of Strategic Project of Military Talents in order to realize the leapfrog development of the PLA modernization, speed up new military changes with Chinese characteristics in the light of the instruction of Chairman Jiang Zemin of the Central Military Commission on strategic project on cultivation of military talents.

The issuance of the plan is a scientific decision taken by the Central Military Commission based on the interpretation of current world military changes. The objectives and measures of the plan has been worked out after conducting comprehensive analyses and repeated research of various factors.

On the basis of analyzing the situation and tasks faced by our army building in an objective way, the plan stressed that Deng Xiaoping Theory and the important thought of "Three Represents" should be taken as guide in cultivating military talents, and talents cultivation should aim at providing powerful talent recourses and intelligent support for accomplishing the historic tasks of being capable of winning battles and never degenerating, and for accomplishing the historical tasks of mechanization and IT application.

With a view to meeting the need of building an informationized army and winning information war,the plan has put forward corresponding target and requirements with respect to quantity, knowledge structure, interdisciplinary talents for talent cultivation in the next decade or two decades, and put forward concrete measures centering on cultivation of high-caliber commanding officers, staff officers, scientists, technical experts and noncommissioned officers. The plan will be implemented in two phases: During the first phase, that is before 2010, it is mainly to sort out various relations and strive to bring about a remarkable improvement to human recourses so as to lay a good foundation for further development of human resources in the second phase. The second phase ends before 2020, it is mainly　to accelerate the overall implementation of the plan. In addition, the plan also puts forward requirements for the organization and leadership of the implementation of the strategic project of human talents.

It is the first grand strategic plan on talent cultivation launched by our army, which will greatly spur the overall development of military talents.
