Legal guarantee for standardizing civil transportation's national defense mobilization

"Regulations on Civil Transportation's National Defense Mobilization" was
established in accordance with our national situation and current international
situation. The establishment of this regulation has fully embodied national
security interest and fundamental wishes of the people, and has provided a
reliable legal basis for the healthy, consistent and thorough implementation of
national defense mobilization on civil transportation.
To intensify and standardize civil transportation's national defense
mobilization is the requirement of running the country according to law. To
implement civil transportation's national defense mobilization according to law
is the responsibility of the whole society. As the agents of civil
transportation's national defense mobilization, transportation enterprise at all
levels and citizens engaged in transportation service must earnestly study and
implement "Regulations on Civil Transportation's National Defense Mobilization".
They must actively do a good job in every aspect of national defense
mobilization on civil transportation in their everyday operation. They must
continue to increase their consciousness of obligation and right to implement
national defense mobilization on civil transportation according to law, prepared
to accomplish the sacred mission of maintaining the unification of the
motherland and defending the country's sovereignty and dignity.
According to the regulation, national defense mobilization organizations at
all levels must take a leading role in guiding national defense transportation
responsible departments to carry out their duties according to law, and helping
people's government at all levels to integrate national defense mobilization on
civil transportation into economic construction. National defense transportation
responsible departments at all levels must take full responsibilities and be a
good "brain man" and "assistant", by actively coordinating relations with
relevant departments and pushing national defense mobilization on civil
transportation. People's government at all levels and relevant departments must
supervise, urge and support national defense transportation responsible
departments to work according to law. Effective measures must be taken to ensure
that civil transportation vehicles and related equipments have carried out
national defense demand in design and construction. The organization, technology
and various works for national defense mobilization on civil transportation must
be carried out.
