Push military changes with local science and technology resources

The successful experience of cooperation between the air force and Chinese
science and technology field has proved that developing and utilizing local
science and technology resources has significant meaning for speeding up
military changes with Chinese characteristics and bringing about leapfrog
development for our army building.
Science and technology are the primary productive force, and they are the
strong impetus for military changes as well. Leaders and departments at all
levels must intensify consciousness of science and technology, and focus on
respecting scientific rules, relying on scientific progress and making full use
of scientific resources.
To push military changes with local science and technology resources will be
a long-term work for implementing the strategy of strengthening the army through
science and technology. To ensure its healthy and orderly development, a
scientific mechanism must be established so that it will become standardized and
institutionalized. In recent years, many troops have accumulated many successful
experiences in utilizing science and technology resources, such as: invite local
top science and technology talent to become advisor; entrust local famous
scientific institutes and colleges to cultivate graduate students and to carry
out difficult military scientific research problem; absorb local science and
technology talents into military science and technology innovation station to
tackle key scientific problems; introduce and utilize high-level civil
scientific products to improve current equipments. All these experience must be
earnestly summarized and improved. According to specific requirements of
military work and relevant laws and regulations, we must improve management
system and make responsibilities and obligations of collaborators standardized.
We must give attention to the interests of all parties, stimulate the enthusiasm
of all parties and cooperate together to do a good job with profound strategic
significance.
