inspect a rubbish can on Tiananmen Square in front of the Great Hall of
the People, the venue of the National People's Congress (NPC) in Beijing
March 9, 2006. The NPC meets annually in March to pass bills, approve the
budget and endorse personnel nominations. This year's session is due to
