Increasing farmers' income has been at the core of solving issues concerning agriculture and countryside life.

The price of corn dropped by 15 percent in 2016, but the income of the average rural person increased by seven percent, which exceeded the growth of income for an urban resident.

The Jilin government will conduct a plan to keep peasants' income growing in 2017, which will focus on developing new income industries and generalize successful income growing modules within the province.

The government intends to improve the average rural person's income in the entire province to at least 15,000 yuan ($2,182) by 2020.

Land appreciation

The Jilin government intends to set facility agriculture as a new income improving section and will vigorously support the shed plastic industry.

The government will enlarge the coverage for greenhouse crops and encourage peasants to build greenhouses in their own yards. Meanwhile, standardized planting should be carried out on fertilized lands, which can greatly increase harvest.

Finally, lowering the farming cost processes, including use of farming machinery and scale operation.

Stock farming

Local government will put forward new policies on scale farming to support breeding modules, including joint breeding, through which farmers can obtain more benefits from the entire industrial chain.

Entrepreneurship

Talented people, college graduates, technological researchers, and retired soldiers are encouraged to return to their hometown and lead the villagers to develop new commercial modules such as agricultural e-commerce, rural tourism, brand marketing and preliminary processing.

The government aims to construct five demonstration towns related to returners' entrepreneurship and 20 entrepreneurial bases to increase the transfer income in Jilin province.
