NPC deputies implement indirect election, election by electoral units at next lower level. Deputy number allocation is assigned to each electoral unit and candidates are determined by electoral unit nomination, and created by votes of electoral units delegates.

NPC deputies are created through elections by provinces, autonomous regions, municipalities directly under Central Government and Chinese People's Liberation Army. Since return of Hong Kong and Macao, Hong Kong Special Administrative Region and Macao Special Administrative Region elect NPC deputies according to electoral approach enacted by NPC respectively.

Chinese People’s Liberation Army deputies to NPC are created through elections by headquarters, military areas, Military Representative Congress of Central Military Commission.

Ethnic minorities with extremely small populations should have at least one deputy of their own.

Working mode

NPC is highest organ of state power. NPC working mode is to hold NPC meetings and listen to and deliberate government work report, to deliberate legislative bills and all resolutions, to discuss and determine state major issues, and to elect, determine and remove state organs leading personnel.

NPC office term is five years. A NPC session, convened by NPC Standing Committee, generally meets in March each year currently.

NPC meetings may be convened at any time if Standing Committee deems it necessary or when more than one-fifth of NPC deputies so propose.
