Abstract:

This study is based on field survey, focusing on the debt generating mechanism at township level. It argues that the debt problem at the township level is rooted in the government operation rather than mismanagement as it appears. The grass-root level administration still shows deep administrative control feature and takes the form of mass campaign. What is more important is that in the institutional arrangement of government accountability system, the farmers' real rights have been supplanted.
