Abstract：

The reform and revitalization of the old industrial bases in northeast China should adapt to the new historical conditions, economic situation and the domestic and international environmental changes. Therefore, the following new ideas and measures should be taken: Northeast China should be build into a new area for economic growth in the light of regional economic prosperity; the adjustment and reform of the old industrial bases should be driven forward through the promotion of social development, the increase of more employment opportunities and the raising of people's living standard; the strategic analysis and long-term planning should be reinforced and the development condition in Northeast China should be reexamined; a sound policy environment should be built and private and foreign capital should be encouraged and guided to play their due role in the structure adjustment and industrial transformation of the old industrial bases.
