Abstract:
The solving of the various contradictions and difficulties lying in the development of agriculture and rural areas in the future rests on the fostering of scientific development concept and the loyal implementation of the principles for the integrated economic and social development both in urban and rural areas. The following tasks are to be accomplished: To push forward the strategic adjustment of agriculture structure on the basis of guaranteeing the grain safety of the country; To speed up the transfer of redundant laborers in rural areas as well as the process of urbanization of rural population; To create conditions for erecting a unified tax regime; To continue the financial support for agriculture and rural areas and practically improve financial service for farmers and small and medium-sized agro-enterprises; To render more government support for rural compulsory education and truly promote public health service in rural areas; To further enhance the organizational and institutional innovations in rural areas on the basis of household contract system.
