Graduated from the Mathematics Department of Shanxi University in 1982. Studied in Rikkyo University, Japan, from 1988 to 1994, and received MSc and PhD in Economics. Zhao began to work with Development Research Center in 1995. He was Director and associate research fellow of the Research Department of Foreign Economic Relations. From 1998 to 2000, he was Deputy Director-general and research fellow of the Department of Macroeconomic Research, DRC. From 2001 to 2013, he was appointed as Deputy Director-general of Research Department of Foreign Economic Relations, DRC. Since August 2013, He has been Director-general of Research Department of Foreign Economic Relations.

Zhao received 2001 State Council Special Allowance. He was awarded Development Research Prize for three times, Anzijie Inter- national Trade Research Award twice, Commerce Policy Research Award of the Ministry of Commerce, and DRC Annual Excellent Research Report Prize twice. His research interests are macro economy, international economy, foreign economic policy and cross-border investment.
