Special Difficulties in Reform and Development of Safe Production in Tibet and Countermeasures（No.50, 2017）

Abstract: In recent years, Tibet Autonomous Region has witnessed a swift economic and social development whereas the situation of safe production has become severely complicated. There are many low-end industries in the region, and the education level of workers is relatively low, leading to high risks in workplace safety. Hypoxia has made many managers leave the region, resulting in inadequate safety management for production. Due to the lack of relevant knowhow, some people who are in charge of safety management for production are not qualified for their job. The insufficient technical training and backward technical services cannot bolster production development. Besides, Tibet has a vast territory, while the emergency rescue team construction lags behind. Local financial resources are deficient to fully meet the demand for funds. It is suggested that with pairing assistance rendered by related local authorities, the relevant departments of the Central Government formulate a negative list on industrial market access to prevent low-end, backward and high-risk enterprises to establish in Tibet, raise staff salaries and introduce talented personnel, improve workplace safety to ensure smooth and safe production, and enforce the construction of supervision team and the training institutions of science and technology, In addition, emergency rescue bases relating to production for the autonomous region and municipal cities need to be built by relying on local enterprises. The Central Government needs to increase financial support to Tibet to ensure workplace safety for production and a swift economic and social development.
