Abstract: With the global emergence of a new round of energy transformation featured with de-carbonization, vigorous development of clean energy has become an international consensus. China has made great efforts in clean utilization of fossil energy, improving the weak links in clean energy and pressing ahead with the reform of the power system and the oil and gas system, whereas it still lags far behind when compared with the large scale of global clean energy utilization. Due to the deep-rooted problems with the green development of energy and the supply-demand side imbalance, it calls for the reform and innovation to seek proper solutions. As a new city, Xiong’an New Area is making pilot practice in implementing the new development philosophy relating to reform and innovation. While following the notion that lucid waters and lush mountains are invaluable assets, it needs to, at the critical stage of building a moderately prosperous society in all respects and pushing ahead with the further development of energy revolution, play a leading and exploratory role in establishing a carbon-neutral, smart and green energy system as a showcase in the new era, so as to better serve the growing needs of the people for a better life and accumulate more experience in boosting the global green and low-carbon transformation.
