Accelerating the Development of Beijing-Tianjin-Hebei Cultural Synergy: Problems and Policy Options (No.147, 2018)

Abstract: The Beijing-Tianjin-Hebei cultural synergy, in addition to the regional cultural identity, mainly includes three aspects that are cultural resources, public cultural service and cultural industries. The Beijing-Tianjin-Hebei cultural synergy should be an all-round one and emphasizes the system, relevance, balance and openness of the Beijing-Tianjin-Hebei cultural development as well as the coordinated improvement of the overall level and quality of regional cultures. Currently, the development of Beijing-Tianjin-Hebei cultural synergy has achieved remarkable results, but the level and quality of cultural development vary greatly among the three places; it is still far from meeting the basic demand of the Beijing-Tianjin-Hebei coordinated development; and it still faces obstacles of administrative system, large difference of the economic base, vague standards of cultural synergy and unclear scheduling problems. In the future, to accelerate the Beijing-Tianjin-Hebei cultural synergy, priorities need to be given to promoting the coordinated development of economy and culture, constantly optimizing the economic and social environment for the Beijing-Tianjin-Hebei cultural synergy, cultivating and strengthening diversified entities of the Beijing-Tianjin-Hebei cultural synergy, and establishing and improving the cultural synergy governance system and mechanism in the new era.
