Abstract: Against the backdrop of severe resource and environmental constraint in China’s economic and social development, it is of great strategic significance to develop the waste resources recycling industry. Efforts need to be made in the following aspects. First, the development of waste resources recycling industry is an imperative option to ease resource constraints on economic development. By creating a cycle of development pattern of “resources- products- waste resources- waste resources recycling” and realizing the resource recycling, the dependence on the primary natural resources can be directly reduced and the efficiency of comprehensive utilization of resources can also be improved. Second, the development of waste resources recycling industry is an inevitable requirement to promote environmental protection. By promoting the recycling, processing and utilizing of waste resources as most as possible, the problem of environmental pollution caused by careless dropping of litter can be alleviated directly. Third, with the improvement of national policies, continuous advancement of technology, change of public awareness and increase of the amount of scrap resources, the recycling industry will enter a period of rapid development, which is conducive to cultivating new economic growth points. Fourth, the development of waste resources recycling industry can effectively improve the employment and income level of residents.
