Abstract: Urban social governance modernization is an important leverage for pushing ahead with the modernization of social governance, and the fundamental goal of which is to realize a society with full vitality, harmony and order in urban areas. The index system of modernization of urban social governance needs to cover two major dimensions: order and vitality. The key to promoting the modernization of urban social governance lies in realizing the coordination and interaction among five aspects which are as follows. One, we need to strengthen top-level design and cement the grassroots foundation, focusing on services and giving full play to the guiding role of politics; two, we need to intensify the enactment, revision and abolition of relevant laws in key areas, forestall and defuse major risks to improve public social security in line with laws and regulations. By adapting to the requirements of grassroots governance in digital era, we need to give full play to the role of rule of law; three, we need to refine the core of traditional rule of virtue and cultivate virtue-based innovative platforms so as to give scope to virtue edification effect; four, we need to bring mass organizations into play in activating the self-governance mechanism in rural areas, strive to encourage the participation of social organizations and the public and give free rein to the regulation role of self-governance; and five, we need to establish an intelligent monitoring and early warning network, form a synergic mechanism between the government and enterprises and bring out the underpinning role of the rule of intelligence.
