Abstract: Since the implementation of the second round of pilot reforms of home- and community-based elderly care services in
China, Shizuishan city in Ningxia Hui Autonomous Region has promoted a home- and community-based elderly care service mode, with the coordination of relevant institutions and the support by information technology and specialized social services. To be exact, it has developed a social pension service system in the form of home- and community-based services and supplemented by travel service agencies, relevant institutions and the integrated medical and elderly care services. Shizuishan city has formed a moderate, inclusive, convenient, targeted, diversified and intelligent management service pattern featured by home- and community-based elderly care services. Based on the experience of Shizuishan city’s pilot reform of home- and community-based elderly services, the paper notes that there are some problems in the reform which are to be addressed such as ineffective integration of resources, weak capacity in providing professional services, shortage of facility operation funds and imperfect supervision mechanism. The paper proposes that the government needs to play a leading role in providing home- and community-based elderly care services, bring into play the role of communities and invigorate the role of social entities.
