Can Relocation Address Livelihood Issues of the People in Inhospitable Regions: A Case Study on Population Relocation for Poverty Alleviation in Du’an County, Guangxi Zhuang Autonomous Region (No. 88, 2020)

Abstract: Du’an Yao Nationality Autonomous County in Guangxi Zhuang Autonomous Region, south China has seen remarkable achievements in poverty population relocation, addressing the problems of travel, schooling, medical treatment and communication for the local poor people. It has also reduced the burden of housework on the left-behind women, improved local sanitary conditions and enhanced housing security. However, the rising living costs have brought new pressure and concerns to the relocated people after they moved into new places as their income is not yet remarkably improved. The relocation sites may develop into poor clusters, which will pose challenges to public governance. To address the livelihood issues in inhospitable regions, related government departments are supposed to further improve their approaches, enhance effective measures and launch proper policies on relocation. Since the increase of household income alone cannot fully reflect the improvement of people’s well-being, it is necessary to pay attention to the overall living conditions of poverty-stricken households from multiple perspectives in a consistent manner. In light of the goal of building a moderately prosperous society across the board, the government needs to scientifically evaluate the effectiveness and deficiencies of the relocation and poverty alleviation work to make policies more targeted.
