Abstract: Communities are the basic units of urban governance and important parts of urban emergency management system. During the novel coronavirus (COVID-19) epidemic outbreak, urban communities have become the first line of defense for major public health emergencies. From the perspective of full-cycle emergency management, the current “emergency-handling chain” of urban communities in China still faces many challenges since the lack of labor forces has affected emergency prevention capabilities of urban communities and emergency response capabilities of urban communities have been restricted. The technological challenges are still prominent due to weak points of intelligent emergency response in urban communities. Communities need to draw on the experience of emergency management during the COVID-19 epidemic outbreak and focus on problems to improve their “emergency-handling chain”, enhance “full-cycle management” capability of the city, raise the comprehensive security level of community staff and strengthen the emergency “prevention chain” of urban communities. Efforts are also needed to clarify the rights and responsibilities of urban communities, improve their “handling chain” for emergencies, focus on building intelligent communities across the board and improve the emergency “recovery-reconstruction chain” in urban communities.
