Policy Options on Applying “Biodiversity Neutrality” to Natural Resource Conservation (No.246, 2020)

Abstract: The key to biodiversity neutrality is to take measures like restoration to mitigate the negative impacts caused by engineering projects on ecosystems or biodiversity that are difficult to avoid or reduce. The “Wetland Mitigation Bank” in the United States and the “Eco-Bank” in Australia are examples of successful applications of this principle. As the United Nations Summit on Biodiversity will be convened by China, biodiversity conservation needs to be reflected in its policy making. It is suggested that the principle above need to be introduced into the conservation and utilization of natural resources, and more diversified mechanisms of ecological compensation and ways to realize the value of ecological products need to be explored. Policy options are as follows. First, pay attention to systematic system design, clarify the neutrality conditions, principles, accounting standards and rules in accordance with the ecological bank, and improve related systems and mechanisms. Second, priority needs to be given to areas with major infrastructure projects and key ecological functions. Third, learn from international experience, promote the localization of this principle, and design a system with Chinese characteristics.
