Policies and Measures of the Major Economies in Dealing with Population Aging: Experience and Enlightenments (No.70, 2021)

Abstract: Major economies including Japan, the European Union, Germany and the United States have entered aging society earlier and accumulated advanced experience in dealing with the problems brought by population aging. And their practices mainly include the following aspects. First, governments put a lot of efforts into improving top-level design and restructuring relevant systems, encouraging late retirement, reducing the years of education, and increasing and promoting labor supply. Secondly, governments tried to scrimp and save in the connectivity of the supply and demand of elderly care services so as to effectively relieve the tension between the fiscal expenditure pressure and the supply of elderly care services. Thirdly, the enrichment and promotion of elderly care service system and the improvement of the living quality of the old people and other relevant efforts have significantly promoted the adaptability to social and economic development and population aging. Though China is different from these major economies in terms of the development stages, systems and cultures and histories, we still found that their experience presents us with new foods for thought in our efforts to deal with the issue of our own population aging.
