Promote Green Development of Inner Mongolia Autonomous Region through Developing Green Industries -- A case study on coal-powered aluminum industry in Huolin Gol, a county-level city under the administration of Tongliao city (No.153, 2021)

Abstract: Inner Mongolia Autonomous Region is an important ecological security shield in north China. Its green development can help ensure ecological security of northern, northwestern and northeastern regions and even the whole of the country. Taking the development of green coal-powered aluminum industry in Huolin Gol city under the administration of Tongliao city of Inner Mongolia Autonomous Region as an example, this paper focuses on analyzing its advanced and referable practices and experience and based on that, the city has made economic profits and ensured ecological protection through developing green regional industries. The paper also gives an illustration of the major problems facing the green development of Inner Mongolia Autonomous Region, which include large proportion of industries with high carbon emissions and tightened policy measures that have hindered the production of enterprises. Moreover, its new energy supply cannot support the development of local industries. To promote green development of the region, the local authority needs to further industrial restructuring for green development, forge ahead green transformation to pick up speed and boost science and technology growth to bolster green development so as to edge up to a higher end on the value chain. In addition, the local government needs to learn about energy demands of enterprises and step up efforts on promoting the supplies of new energy. While applying unified indicators in the whole region, the local government is advised to provide preferential policies for key regions with energy-related industries to expand room of growth for the high-quality development of leading industries.
