Promote the Development of AI Root Technology Based on Strategic Arrangements (No.175, 2021)

Abstract: Artificial intelligence (AI) is one of the key areas between China-U.S. strategic competition. The U.S. has adopted multiple measures to make its AI technology lead the world and at the same time suppress the development of China’s relevant AI areas. Currently, China’s AI industrial performance has become quite active with bright market prospect. But China’s key self-developed root technology in terms of AI chip and development framework is still backward, the infrastructure is weak, industrial planning is hard to put into effect, and the number of skilled personnel is deficient. If China cannot make a breakthrough on root technology, it will be hard for China to compete with the advanced countries with mature ecology, vast market and numerous users, and even lose the historical development opportunity. To address these issues, we need to implement comprehensive measures, make full use of the system and market advantages, strengthen the strategies and planning for AI industrial development, promote the self-development of AI root technology, build an intensive AI infrastructure, accelerate the in-depth integration between AI and relevant industries and cultivate skilled personnel in pertinent sectors so as to ensure China’s leading position in the mid-to-long-term international competition.
