Abstract: The CPC Central Committee and the Central Government have paid constant attention to the development of female talents. In the new era, Chinese women’s education level has risen remarkably, rapidly enlarging the number of female talents with high academic credentials and effectively shoring up the country’s high-quality development with adequate human capital and domestic demand. The highly-educated female workers are largely engaged in different social programs. Due to their strong devotion to their work and great attainments in various fields, some of them are moving to big cities, some have low willingness to get married and some opt for a DINK lifestyle. Consequently, the unbalanced professional gender structure has loomed up. It needs to be noted that these female talents are facing a series of problems and challenges in employment, promotion and work-and-family life balance. To unleash female dividend to the fullest in service of human capital for the society in the new era, we need to, during the window period of the 14th Five-Year Plan, establish a fair mechanism through refining top-level design, monitoring and evaluation, cultivation and training, environment improvement and social services. With these multiple measures, it is expected that we could promote sustainable development of highly-educated female talents and encourage more high-caliber female workers to come to the fore in large numbers and tap their full potential.
