Qingdao seeks to give full play to supporting infrastructure and industry grouping in various industrial parks and zones to promote the convergence of industrial projects in order to achieve intensive and large-scale development. The goal is to achieve regional economic breakthroughs and upgrades, relying on major industrial parks and cluster zones for service industries in Qingdao.

Industrial parks Qingdao plans to integrate and advance the existing 14 national and provincial industrial parks to increase investment intensity, land intensive utilization, and efficiency of resources and energy with emphasis on enhancing the industrial comprehensive capacity. It is targeted to expedite the construction of six industrial functional zones and 10 major central town industrial parks, including the Dongjiakou heavy chemical industry in Jiaonan, the Xinhe eco-chemical industry in Pingdu, the Yanghe equipment manufacturing industry in Jiaozhou, the Jiangshan light industry in Laixi, the Longquan automobile and spare parts industry, and the Nvdao Island shipbuilding industry in Jimo. Furthermore, a batch of functional zones will be planned and constructed to promote the convergence and expansion of strategic emerging industries.

Cluster zones for service industries Qingdao will further promote the functions of existing cluster zones and expedite the cultivation and development of other cluster zones, including Shinan Olympic sailing culture tourism, Shinan international shipping services, Licang Baiguoshan horticultural tourism, the Licang transportation and business center, Shibei central business district, Foshan commerce and trade, Sifang seaside resorts, Laoshan finance services, Chengyang airport services, Hongdao cultural creations, high-tech zone sci-tech services, the Tangdao Bay headquarters economy, Fenghuangdao cultural creations, MICE, Nanquan logistics, Dongjiakou logistics, Lingshan Bay vacation travel, Laixi Jiangshan Lake wetland eco-tourism, Pingdu Chashan vacation travel, Jiaozhou Bay international logistics, and commerce and trade in western Jiaozhou.
