Shanghai's Jinshan district has made strides in its economic transformation and rural revitalization during the 14th Five-Year Plan period (2021-25), with its GDP exceeding 120 billion yuan ($16.9 billion) and per capita GDP reaching $21,500 in 2024, according to local officials on Thursday.

"We have charted a new course centered on industrial transformation while coordinating spatial transformation and governance transformation," said Liu Jian, Party secretary of the Jinshan district, at a news conference.

The district's total industrial output of enterprises above a designated size exceeded 300 billion yuan, said Liu, noting that emerging sectors, including fiber materials, drones, and optoelectronic transmission materials, have been recognized as national-level characteristic industrial clusters for small and medium-sized enterprises.

Liu noted that the service sector has demonstrated growth, with businesses above a designated size recording an estimated average annual growth rate of 62 percent.

The district has attracted 20 major investment projects, each exceeding 1 billion yuan, including four megaprojects worth over 10 billion yuan each. Innovation metrics showed impressive gains, with invention patents per 10,000 residents doubling and international PCT patent applications rising nearly 11-fold.

High-tech enterprises increased by 39.5 percent, while enterprises that use specialized and sophisticated technologies to produce novel and unique products grew by 375.3 percent.

In agricultural development, Jinshan has implemented major agricultural initiatives, boosting agricultural labor productivity by 21 percent, which outpaced the city's average. The per capita disposable income of rural residents increased by an average of 7.4 percent annually.

Regarding the tourism sector, the Legoland Shanghai Resort has become a new landmark. Since its opening in July, the resort has attracted over 800,000 visitors, with its themed hotel occupancy rates maintaining above 92 percent. This has also driven the district's accommodation and catering business revenue to grow by 15.2 percent year-on-year in the first three quarters of 2025.

For the upcoming 15th Five-Year Plan (2026-30), Jinshan aims to develop into an innovative, green, and livable bay area, said Liu. The district plans to strengthen its position as a hub for emerging industries, technological innovation, and urban-rural integration.
