App to evaluate Party members

A grassroots Party committee has unveiled an online management system that includes a mobile app to supervise and evaluate Party members, as a response to calls from the Party leadership to embrace the Internet Plus era.

The Communist Party of China Committee of Tongsheng neighborhood in Changsha, capital of Hunan province, launched the system on June 27, three days ahead of the Party's 96th anniversary.

Residents can access the system that includes seven subsystems, including evaluation and appraisal from people within and outside of the Party, online and via the mobile app.

In addition to the 751 Party members, the app has also attracted another 232 users from the neighborhood, according to the committee.

Zhang Jian, Party chief of the CPC Tongsheng Committee, said it is important to keep pace with the times in building the Party.

Party members should be good employees, family members, residents and citizens, Zhang said.

He added that the system works as a platform to praise Party members for their work, and also to collect reports about Party members' misconduct. For example, relatives of a Party member can report them if they feel he or she behaves in a courteous and refined manner toward others, but not so toward them.

"In addition, we also hope the platform can help grassroots anti-corruption work and prevent violations of discipline through supervision and examination by family members, residents and Party branches," Zhang said.

Song Xudong, another official with the committee, said all Party members will be graded based on appraisals by other members, residents and relatives.

Those with the top scores will be praised on July 1 or at the end of the year and given priority for promotion. However, the bottom 5 percent of Party members, those who fail to pass appraisals and Party chiefs of branches with 10 percent of their members failing to pass appraisals, will be summoned to a disciplinary hearing.

Those who are summoned twice in consecutive years will be asked to rectify their behavior or to quit the Party, Song said.
