The population of Liaoning Province is 40,900,000, accounting for 3.4% of China’s total. It ranks 12th in terms of population among the provinces, municipalities and autonomous regions. The population growth rate has remained fairly low throughout the 1990s as a result of the one-child policy. With the development of the economy, education, and health care industry, the quality of life is constantly improving. 261 people out of every 10,000 are university graduates; while 4,554 of every 10,000 are high school graduates.

Ethnic Groups: Liaoning is a multi-ethnic province with 44 different minority groups represented in the province. Besides the predominant Han ethnic group, there are an additional 43 minority groups, including the Manchu, Mongolian, Hui, Korean and Xibo. The minority population is 6,550,000, comprising 16% of the total provincial population. In the early 1950s, the Fuxin and Kazuo Mongolian Autonomous counties were established in response to the central people's government's policy towards minority nationalities. Since the mid-eighties, another six autonomous Manchu counties were formed in Xinbin, Qingyuan, Xiuyan, Benxi, Huairen and Kuandian, as well as 35 ethnic minority towns and 105 ethnic minority villages.
