Chapter 10 Local Trademark Progress

Hainan AIC formulated the Chengmai Measures on Enriching Farmers by Trademark to Have a Scientific Way ofDevelopment, and a Joint Acting Plan in “Building Trademark Enriching Farmers” Model County. This was the pioneer all the AICs all over China.

Jilin provincial AIC had the joint research with Baishan cityAIC, and drafted the Measure on Promoting Trademark Building for Baishan Competitive Agricultural Products, wishing to take trademark and geographical indication as the lead in local agricultural development, making full use of local advantages of Baishan agriculture and becoming more competitive in market. Sichuan AIC vigorously implemented the strategy of agriculture product trademarks with local characteristics, continuously put forward the campaign “one village has one special product, one product has one trademark”, organized a series of activities to help farmers build their own famous trademarks for agricultural products, such as Non-pollution, Green and Organic. They also went to countryside to encourage farmers and farming companies to strive for well-known or famous trademarks. Together with Sichuan Agriculture Bureau, Sichuan AIC promulgated the Implementation Measures on Promoting Trademark Building for Sichuan Characteristic Agricultural Products, expecting the joint efforts of the two government departments able to better promote the coordination mechanism, information exchange mechanism and trademark building stimulation mechanism.

Shandong Provincial AIC had been very proactive to support the farming products and the development of characteristic farming. Meanwhile, it also gave full support to refined processing of agricultural products. The registration of Zibo Ceramics and Boshan Glasses broke the old pattern in which the geographical indication registrations were concentrated on agricultural products, and also created a new space for Shandong in trademark development.

The Henan AIC promulgated its measures on the cultivation ofChina’s geographical indications, helping the enterprises to cope with the financial crisis and increase employment for rural workers and university graduates, to response to the severe situation of the financial crisis and the calls from China central government.

Jiangxi AIC sincerely guided the management and application for agricultural product trademarkd and geographical indications, vigorously popularized the model “Company + Trademark + Farmers”, so as to organize farmers in access into markets. To those of strong local characteristics and eligible for geographical indications, Jiangxi AIC provided timely guide to the application and registration, such as Zixi White Tea and Jin an White Tea.

5. Giving AIC full play of the administrative services to enterprises and the society at large.

In 2009, AICs at all levels actively gave full play of their administrative responsibility, and based on the principle of attaching same importance to both supervision and services, had strengthened their service in 2009 by exploring all kinds of methods to serve the development of economy under new circumstances.

AICs in Tianjin, Chongqing, Jiangsu, Ningxia, Hubei and Shenzhen in Guangdong province had published their Annual Report of Trademark Development and Protection. The reports not only provided reference to the trademark strategy decision-making body both in governments and in enterprises implementation, but also promoted the understanding and awareness of trademark strategy among officials, business people and the public. In Anhui, provincial government issued the Guideline on Collateral Loan with Exclusive Rights of Trademark, while AICs in Tianjin, Chongqing, Jilin, Zhejiang, Jiangsu and other provinces, also made out similar regulations together with banks, or banking regulatory administrations or other related departments.

August 2009, Beijing AIC held “Signing and Inauguration Ceremony of Trademark Impawn and Financing Platform” together with Bank of Beijing and Beijing Branch, Bank of Communications. These broadened enterprises’ financing channels and helped them to realize tangible values with their intangible assets, and also established a risk prevention mechanism for banks as trademarks collateral loans would have rules to follow.

Beijing AIC, worked together with Bank of Beijing and Beijing Branch of Bank of Communication, co built a Platform of Trademark Collateral Financing for enterprises.
