The seventh ICIF opened in the Shenzhen Convention and Exhibition Center on May 13, 2011.

Liu Yunshan, member of the Political Bureau of the CPC Central Committee, secretary-general of the Secretariat of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee; Luo Shugang and Sun Zhijun, vice-ministers of the CPC Publicity Department; Cai Wu, minister of the Ministry of Culture; Zhao Shaohua, vice-minister of the Ministry of Culture; Qiu Hong, assistant to the minister of the Ministry of Commerce; Cai Fuchao, secretary-general of the State Administration of Radio, Film and Television; Tian Jin, deputy secretary of the State Administration of Radio, Film and Television; Liu Binjie, director-general of the General Administration of Press and Publication; Jiang Jianguo, deputy director of the General Administration of Press and Publication; Zhang Wei, vice-chairman of the China Council for the Promotion of International Trade (CCPIT); Wang Yang, secretary-general of the Guangdong Provincial Party Committee; Huang Huahua, governor of the Guangdong provincial government; Wang Rong, secretary-general of the Shenzhen municipal Party committee; and Xu Qin, mayor of Shenzhen, attended the opening ceremony and visited the exhibition main halls.

There were 40 venues set up at the seventh ICIF. Exhibitors from 31 provinces, municipalities, autonomous regions, as well as Hong Kong, Macao and Taiwan, attended the fair. The number of exhibitors reached 1,896, and over 12,000 overseas buyers of 89 countries and regions throughout the world were invited to the fair. The total turnover reached 124.69 billion yuan ($19.96 billion).

In October, the ICIF was written into the Decision of the CPC Central Committee on Major Issues Pertaining to Deepening Reform of the Cultural System and Promoting the Great Development and Flourishing of Socialist Culture in the Sixth Plenary Session of the 17th CPC Central Committee. The decision particularly pointed out that “(we) should further improve the comprehensive trading platform of the China International Cultural Industry Fair.” The strategic position of the national-level ICIF was further established. In December, the ICIF exerted the “1 + N” exhibitions model for the first time, and set up the Winter Arts and Crafts Expo of China (Shenzhen) International Cultural Industries Fair.
