During the speech, Xi pointed out that only through gaining enough living dignity, can youth overcome disappointment, reject violence, keep away from extreme ideological trend and terrorism. In the future, China would try to make talents and thoughts flowing on "Belt & Road" by offering 1,000 quotas for training Arabian young leaders, 10,000 scholarship quotas and 10,000 training quotas. Otherwise, China would strengthen the docking of think tanks and invite 100 experts and scholars to carry out exchange visits.

　　According to the information, the number of Chinese overseas students in Arabian countries reached 10,000, and China has also been regarded as the first choice of studying aboard by more and more Arabian students. Xiaoxiao, a girl from Egypt, told the reporter of China Youth Net excitedly, "I felt very excited when hearing the news that China was going to support Egypt and the national-level major project of exploiting the Suez Canal Corridor, for my hometown is near to the Suez Canal, I hope to make a contribution to ‘Belt & Road' and the Sino-Egypt cooperation!" Xiaoxiao has been to China for nearly three years, and she majored in Chinese at college. Now she is a graduate student of Foreign Language Teaching Major, International Education College, Ningxia University and is the holder of Scholarship of GOC. "The HSK is too difficult, but I made it!" She said, "More and more schoolfellows are studying Chinese, because we know that learning Chinese is more important than Learning English." When talking about the future, Xiaoxiao admitted that she liked China very much and expected to become a teeny-weeny star of promoting Sino-Egypt cooperation.

In December, 2015, the construction project---Culture on ‘Belt & Road' ——Database of Sino-Arabia Cultural Exchange" of "The Comprehensive Strength Promotion Project of Midwest Colleges and Universities" of Ningxia University was formally launched and operated, which afterwards became the "breakthrough of zero"of database of Sino-Arabia cultural exchange. The dean of International Education College, Ningxia University, Wang Hui said that the communication of popular sentiments was the social foundation of constructing "Belt & Road", while cultural communication, cultural mastery and language communication were the premise of realizing the communication of popular sentiments. Arabian countries were located on the pitch point of "Belt & Road", so creating the new-type and characteristic think tank of colleges and universities can forcefully serve the Sino-Arabia cooperation, provide government with decision references, and supply convenience to the strengthening of think tank docking.
